Government of Canada (GoC) Securities Settlement Fail Rates
To support fixed-income market transparency, CDS publishes daily settlement fail statistics for in-scope Government of Canada (GoC) debt securities, including a rolling 10-day statistical summary of value-based fail rates from the previous 10 business days of GoC settlement activity.
This reporting framework is an industry initiative developed by the GoC Market Functioning Steering Group (GMF) and the Collateral Infrastructure and Market Practices Advisory Group (CIMPA), both established under the Bank of Canada's Canadian Fixed-Income Forum (CFIF). While CDS facilitates the calculation, file generation, and data distribution, CIMPA is responsible for the policy framework.
For a detailed explanation of the program's background, strategic objectives, and dynamic rate activation triggers, please visit the official Fail-to-Deliver Fee Framework.
*Note: Full 10-day moving average reporting begins on September 8. Moving average data shown for dates prior to September 8 reflects only a partial tracking period.
